GOAL 1:
Complete Sanitary Sewer Overflow Elimination Program (SSOEP)
 

Normally, wastewater flow through the sanitary sewer system to the Ryder Street Treatment Plant. But, during prolonged winter storms rain and groundwater can enter the pipes through millions of tiny cracks and openings and the sewer system becomes inundated with water. Since only so much water can be pumped to the treatment plant at one time,overflows of diluted sewage can occur. These sanitary sewer overflows, commonly known as SSOs can flood property or enter the Bay untreated.

The major objective of this goal is to complete the program to eliminate SSOs within the Vallejo area by the year 2004. Underway since July 1999, the program has replaced hundreds of upper laterals (the line that goes from your property to the mainlines in the street) have been replaced and numerous mainlines have been replaced to eliminate leaks or remove some of the bottlenecks in the system. Currently, the SSOEP is focusing on designing and building a number of storage tanks that will hold sewage until it can be treated once the storm has subsided.

by December 1, 2004 the District Manager and Finance Director will secure low interest reimbursement loans for three selected SSOEP projects (i.e., storage basin on Sacramento Street, treatment plant improvements, and Mariposa Sewer Project).     Final Disbursement should occur by end of Received Dec. 23, 2004
At the December 14, 2004 Boarrd meeting the District Manager (lead), District Engineer and Finance Director will make a presentation to the Board summarizing the status (i.e., projects and costs) of SSOEP, including a summary of projects remaining to be completed and how they will be funded.      
By January 1, 2005 the District Manager and Legal Counsel will complete negotiations or institute legal proceedings for securing property for a storage facility and start design.      
By January 15, 2005 the District Manager and Environmental Services Manager, with input from CAC will prepare PR material for the first bill stuffer that explains the SSOEP program and status.

By March 15, 2005
the District Engineer and Finance Director will obtain a low interest SRF loan for the South Interceptor Project.
